(1) The Council shall be a self-governing and organized body with inalienable succession (2) The Council shall have a separate seal for all business operations.
(3) The council may acquire, enjoy, sell or otherwise dispose of movable and immovable property like individuals. But the council must take the approval of the government of Nepal before selling the immovable property.
(4) The council may file a complaint in its own name as well as a person and may also file a complaint against the council in the same name.
(5) The council can enter into contracts with individuals, exercise rights and fulfill obligations according to contracts.
